How to Remove Blackberry IT Policy
Method One
Method 1: Removing IT Security Policy (Preferred)
If
you have any 8xxx or 9xxx Blackberry the best method for removing IT
policy is to update it to OS 4.3 or higher (if possible) and you can use
JL_Cmder's "resettofactory" command to remove ALL IT policy, Firewall
restrictions and Application Permission settings. After you've upgraded
to OS 4.3 or higher, just backup the Blackberry using Desktop Manager,
close Desktop Manager, then run JL_Cmder and execute the
"resettofactory" command. The device will do a security wipe of the
device; (meaning wipe your data but leave the OS, DO NOT use the "Wipe"
command in JL_Cmder) then reboot leaving the OS, all 3rd party apps but no
data, best of all, no IT policy. When you're done, just
restore your backup and you're done. No more IT policy or locked
firewall. You can downgrade back to the old OS if you wish.

If
your 7xxx or 8xxx device is running OS 4.2 or lower (look in Options
>About) and you can't upgrade it to OS 4.3 or higher you will NOT be
able to use method 1 above and you will need to use method #2 below:

Ensure the
Blackberry
Desktop
Manager
is
installed using Blackberry Internet Service, and not Blackberry
Enterprise Server. If you are unsure, uninstall the Desktop Manager and start again.

Download the file policy.bin
Download Here. and save it in your Blackberry installation directory
(C:\Program Files\Research

Motion\BlackBerry).

Wipe your Blackberry, creating a backup if necessary. Select
Options/Security/Wipe (Newer 4.2 OS Devices Goto Options/Security
Options/General Settings/Wipe) on the Device.
If
this option is unavailable, you may have to install the latest software
on your Blackberry. You need to Download and install the latest Desktop
Manger
Software,
then the latest Handheld Software. Connect your device, open the Desktop
Manager, select Application Loader, and follow the prompts.

- On the Today screen, tap Start > Settings.

- Insert a SIM card
- Hard reset the iPaq by holding down the power button and pushing the soft-reset button until the device restarts.
- Go through the setup procedure with calibration and get to the default home screen
- Verify that there are service bars showing in the top of the screen and the green/orange phone light on the top right is blinking green
- Wait 60 seconds after verifying everything is ok
- Enter the unlock code, it should be accepted by the second time
- If these steps do not work, please insert a different SIM card and start at step 2.

- Switch on your phone with a non-accepted SIM card. The phone will ask for 'Password'
- You can now enter your unlcok code. (Even if phone doesn't ask for a password, enter the unlock code)
- If 'Insert Correct SIM card' message appears: enter #0111*code#
Samsung Incorrect Password Prompt
- If you have changed your phone password,
change your password back to the default 8 zeros (00000000).
- Goto SETTINGS, SECURITY,
then SIM LOCK and disable this before proceeding.
- Put a SIM card that is from a network other than the one your phone is
locked to
- When Incorrect SIM (I got invalid card and there was a sim card graphic spinning)
error comes up, type *#9998*3323#.
- White screen will appear with an exit option. Press the right softkey.
(I ended up pushing the down key to get a menu)
- From the menu that appears, select the Malloc Fail option. This will
reboot the phone and the normal service screens will appear.
- Type *0141# and then press the green call key.
"Personalization" or "Personalized" will appear.
- Turn off your phone and put the original SIM back in.
- Turn on your phone. You will receive a prompt to enter a password.
- Type 8 zeros (00000000) (This is because the
SIM LOCK Mentioned earlier gets switched back on)
- Completed. You have now unlocked your phone.

8. Then type *0141# and press the green call key, Personalized will
appear on the screen, and the name of the current sim card provider will
appear on the screen.
9. Turn phone off, and then turn on
10. Go to menu by tapping left soft key, then settings in bottom right
hand corner, then choose option number 7 security, then choose option
number 6 Sim Lock, select option 1 disable
11. Then enter 00000000 (eight zeros), the message will come up sim lock
disabled with a check mark, your phone is now unlocked to use with other
carriers.
